Culture of Silence

The Associated Press uncovered nearly 2,000 reports of rape and abuse concerning UN peacekeepers and the people they were charged with protecting between 2004 and 2016.

From rape of women and children to forced prostitution and trafficking, some peacekeepers allegedly grossly abused their positions and exploited a system put in place to keep vulnerable populations safe.

In part 1 of a 4-part series, Al Jazeera unpacks the history of immunity for peacekeepers and how a culture of silence contributed to crimes that often went unrecorded though not unreported—in 1999, UN police investigator Kathryn Bolkovac referred to the abuse as the organization’s “worst kept secret.”
