Testing a New Epidemic Response Model

The Ebola outbreak in the Democratic Republic of Congo is testing an emergency funding finance mechanism set up after West Africa’s 2013-2016 epidemic by the World Bank, Japan, and Germany.

The Pandemic Emergency Financing Facility blends donor cash and capital from insurance markets. The cash component dispenses grants to 77 low-income countries, while the insurance payouts flow if disease outbreaks spread to multiple countries and pass thresholds in deaths or the pace of the spread. 

The scheme’s promise has inspired the World Bank to work on plans for a similar insurance model for famine.
