Gasping for Grant Money

Scores of people rely on South Africa’s disability grants to make ends meetbut who should qualify? Health workers don’t always agree, writes Koot Kotze, a community service doctor who evaluates patients for disability grants daily. It leaves him “vexed”: Fraudulent grant claims are a well-known problem, but his patients’ desperation perhaps highlights the need to expand the social safety net.

Nationally, 4 in 10 households receive a grant, but many struggling South Africans still don’t fit the brief for funding. Their desperation has made a “petty bureaucrat” of Kotze, charged with “blocking requests by people desperate to be deemed disabled to ease the strain of their existence.”
