Criminal Negligence

In a recent blog post, World Bank’s Patricio V. Marquez calls for prison reform to address the overwhelming number of incarcerated persons with mental health disorders.
With as many as 60% of incarcerated men and 75% of women having a mental illness—per US Bureau of Justice statistics—prisons must “overcome the ‘punishment paradigm’ … by focusing on addressing the mental health needs of prisoners and bringing about their recovery,” Marquez writes. Wraparound services like mental health screenings and treatment for substance use disorders coupled with continued care after release can reduce recidivism and create “true recovery opportunities.”
