As Accra’s swelling population outgrows its supply of quality water, 500ml plastic packets of water have become a wildly popular. They offer a middle ground between pricey bottled water and suspect tap supply, but a patchwork of producers and lack of regulation raises questions of quality.

A 2013 study found parasites and a roundworm in a small sample of sachets—illustrating the need for regulation, says Abena Safoa Osei of the Ghana Standards Authority. But the University of Miami’s Justin Stoler argues that warp-speed market growth has since improved the product's quality organically, without regulation. “This is one of those weirder examples of almost pure capitalism,” Stoler says.
