The UN Starts Naming Names

In a rare move, a UN commission singled out Russia for its involvement in the mass killing of Syrians.
The UN doesn’t usually attribute such attacks—it relies on the Syrian government and its Russian backers to distribute humanitarian relief.
But this latest report unveiled “proof of Moscow’s culpability” in war crimes, and its failure to direct attacks at military targets.
It focuses on 2 events: Airstrikes on a busy marketplace near Idlib—which also targeted rescue workers at the scene; and the bombing of displaced civilians “standing alone in fields.”
Russia insists its air campaign in Syria is directed at terrorist groups.
