Menthol Sales Thrive Despite Ban

18 months into a UK/EU ban on products with a “characterizing menthol flavor,” tobacco companies are using loopholes to continue selling the products.

The ban was designed to deter young people from starting smoking.
 
The key problem: “Nobody knows for sure whether certain types of cigarette are covered by the ban.” As a result, the world’s third largest tobacco giant—Japan Tobacco International—has been free to market its new “menthol reimagined” cigarettes across Europe.
 
In the year following the ban, sales of these brands are estimated to have topped £1 billion in the UK alone.
